Matthew Lacey BSc (Hons)
Director
Matthew graduated from Plymouth University with an Honours Degree in Computing and Informatics, after successfully being selected to upgrade his degree path from Computing (HND), via assessment of the quality of his work conducted within his first year. Upon graduation, he decided to enter the commercial world of IT, rather than take up the offered further education opportunity of a PhD. Matt started working for Logica UK Ltd less than two weeks after graduating in 2000. His first assignment was working in central London developing middleware to port a satellite control centre (SCC) off of its base operating system to a supported platform, for an internationally renowned operator of weather satellites.
Deciding that London life and the commute was not for him and after completion of the project, Matt returned to his South West roots; transferring to one of Logica’s Bristol offices. Project work, whilst in Bristol, centred around the Security, Defence and Intelligence business sectors and gave Matt the opportunity to develop systems integration, support, training delivery and bidding skills within an international context. Working initially on a domestic strategic, and classified defence intelligence project in a support role that required intricate knowledge of a system with both static office and deployed elements. This support function then ran alongside and then into fulltime successful bidding and execution of a number of defence contracts, within the arena of intelligence gathering. Upon successful completion of these contracts Matt was looking for the next challenge and entered the Logica Penetration Test Team as a junior tester, albeit already armed with a significant level of experience of working for UK Government and Defence organisations, at both a national and local level and within highly regulated environments.
Matt went on to become a Communications-Electronics Security Group (CESG) CHECK Team Leader (CTL) in 2011; delivering National Cyber Security Centre backed penetration testing and security assurance consultancy to a diverse array of clients. Of particular fond memory was time spent working on Naval platforms, with having the opportunity to stand on the flight deck of the HMS Queen Elizabeth, before she was sent out for sea trials and commissioning, being a highlight. The Logica, then CGI based Penetration Test Team’s client base was not limited to Defence and Government business sectors; assessment of commercial client systems was also a significant component of his experience gained. A poignant engagement centred around the Web Application Testing of a car parts sales platform for a major UK based car marque. This is particularly remembered, as the timing of the job coincided with the birth of his second child with testing, out of hours efforts, reporting and remediation consultancy being intermingled with the new arrival.
Matt is very capable of working with an agile mindset and has experienced working with a significant number of penetration test plans that have not survived first contact with the client from day one, with effective and efficient collaboration being the key to success when this occurs. When engaging with clients Matt is keen for each and every one to obtain the maximum ROI from the job at hand; being able to switch tact and extract benefit in circumstances where intricate systems and commercial constraints and politics have adverse impacts on delivery.
Service Offering
As a result of the above experience, Matt has an expansive range of knowledge of delivering high quality penetration testing reporting and security assurance consultancy, on time and to budget. He is able to effectively communicate at all levels of stakeholder understanding of IT security assurance. Matt is keen to embark on penetration testing engagements and IT security assurance work, on a contract basis, as co-Director of MJLC Consulting Ltd.

Matt takes great pride in his work and ensures, to the greatest extent possible, that the maximum is achieved using available resources, whilst effectively managing immediate and changing constraints from both technical and business points of view. Matt prides himself on the quality and accuracy of delivered reporting and is committed to advising on the implementation of remedial activities, whilst acknowledging his technical knowledge boundaries. He is extremely cognisant of the potential for work-related pressures and is excited to deliver the benefit of his experience in providing efficient IT security testing and assurance products, to a diverse portfolio of clients through MJLC Consulting Ltd.
Personal
Matt has demonstrated a high level of resilience and determination within his work; successfully delivering security assessments against the backdrop of a challenging family life before, during and after the pandemic. He enjoys playing golf, running and keeping up with the developments within the sport of F1. He also enjoys walking in the countryside with his partners’ dogs. Travel is also a significant passion of Matt’s with Corfu being a particularly popular choice for relaxation and time out from his professional life.

Jenna Carrick
Director
After a period of time working as an Emergency Medical Technician (EMT) within the South West Ambulance Service, Jenna transitioned to an Information Technology role working for the NHS’s Blood and Transplant (NHSBT) service. During her tenure with NHSBT she effectively delivered User Acceptance Testing (UAT) at leadership level and Agile development at Scrum Master responsibility. Her ambition then promoted her to Digital Delivery Manager; responsible for delivery of critical platforms in support of NHSBT’s lifesaving work at a national level. Her experience, dedication and effectiveness ultimately progressed her to appointment as NHSBT Senior Digital Delivery Manager in 2022.
Jenna was pivotal in the delivery of key projects whilst working within NHSBT, namely:
- Living Donation (LivingPath) Web Application; 2-year engagement with an £8M budget
- TransplantPath Web and Mobile Applications; delivering transplant coordination tooling to the NHS aligned to appropriate clinical workflows and applicable data standards
- Oracle19c Upgrade; delivery of end-of-life upgrade of database housing critical donor and recipient data with minimal system downtime – ensuring the least amount of disruption to NHSBT’s core service and risk to life
- Digital Offering Discovery; requirements capture for a national service which successfully reached Alpha approval and mobilization of development effort
Service Offering
As a result of the above experience, Jenna has an expansive range of knowledge of delivering IT systems and solutions within regulated environments from a top-down perspective; having the rare ability to manage, interface with, advise, mentor and train staff within all areas of Agile IT system development, whilst working under stringent budgetary constraints. She also has a high level of experience of industry standard tooling that supports her role and the effective collaboration of remote and hybrid development teams. Jenna now wishes to share her experience gained through her work with the NHS, with smaller to medium-sized businesses and organisations, in order to deliver the benefit of her experience to a wider range of business sectors. Jenna is keen to embark on Delivery Management work, on a contract basis, as co-Director of MJLC Consulting Ltd.

Personal
Jenna has demonstrated a high level of resilience and determination within her work; successfully delivering secure IT systems whilst raising her son as a single parent before, during and after the pandemic. She is an avid dog lover and currently cares for two Romanian rescue dogs that both have challenging behavioural needs. They are certainly significant, precious and prized aspects of her life. Travel is also a significant passion of Jenna’s with Corfu being a particularly popular choice for relaxation and time out from her professional life.
